BUFF float and fade price data

Two endpoints return BUFF prices for specific float and fade ranges, rather than a single price for the whole item:

• GET /v1/market/buff/latest – current price for each float or fade range, for example 0.00 - 0.01 on an SSG | Dragonfire.
• POST /v1/market/buff/history – the same ranges as OHLC history at 30m, 1h, and 1d, going back to May 19, 2026.

GET /v1/market/buff/latest is available on all plans; POST /v1/market/buff/history is available on scale.
